The Hollywood Reporter says that the duo, who previously worked on Will & Grace and Ugly Betty, joined the programme as part of a two-year deal with NBC.
Their appointment comes after the original executive producer Cindy Chupack decided to step down to focus on writing the show.
NBC's president of primetime entertainment Angela Bromstad said: "We worked with Jon and Tracy for many years on Will & Grace and feel they are perfect for this job on Love Bites.
"Not only do they bring intelligence, passion and great experience, but they are one of the funniest writing duos working in television today. This is great news for an incredibly promising new show."
NBC recently announced that it has delayed Love Bites until mid-season because of Chupack's decision and star Becki Newton's pregnancy.
Tracy wrote Crush'd and Curveball for season 3 and The Past Presents The Future, Backseat Betty in Season 4 of Ugly Betty. Other Betty writing credits are A Tree Grows In Guadalajara (season 1) and Betty's Wait Problem in season 2.
Jon Kinally wrote Bananas For Betty (season 2), as well as co-writing many of the Betty eps with Tracy. Google his name in IMDb and his writing and production credits for numerous episodes should be on there.
